[NPC] Black Market Auction House

Bug description: Black Market Auction House NPCs are allegedly missing from all areas, altho on the database they show as alive. Please could someone look into this?

Madam Goya seems to indeed be missing from the MoP location, WoD location and our own Dalaran Underbelly
My search also led me to Goya who, luckily, is alive and well (Also confirmed to be a very good dog)

Confirmed as there seem to be no prerequisites to seeing Madam Goya
