No Draenor pathfinder on newly created characters

Bug description: When creating new characters, and you have already unlocked Draenor Pathfinder for that faction (which i got back in 7.1.5), it won't get added to the Spellbook like Legion Pathfinder (can't fly in Draenor).
Proof: Easy to check.

Sure thing. Here are some pictures.

In 2018 it was announced people who got [Draenor Explorer] + [Tanaan Diplomat] would get the pathfinder. However you needed to do additional rep grind do get Tanaan Diplomat on both factions separately (different reputation requirements).

As you can see it is missing for new characters, but it is supposed to be account (faction) bound like the one for legion. I unlocked it back in 7.1.5, when garrison was automatically level 3 and everything was unlocked, you had to do a quest chain to unlock Tanaan Jungle and farm rep, but now it is like Draenor was reset on every character, including quests , garrison , and Tanaan Jungle is empty. Pretty sure people will request to put it back the way it was before, regardless if its "older content". Currently noone can unlock draenor flying. If you want to make it available for both factions, if you unlock it on one is up for you to decide.
