You need to remember Razorfen Downs being an important part of PVE in 4.3.4 .

When hour of twilight gets done will you add another daily quest in dalaran or there is gonna be just 1 quest for both instances that will require you to kill bosses from ET or Hour of twilight?

Most probably 1 quest for each instance. 1 day et, 1 day hot etc.
