Order Advancement "talent tree" trait "Plunder" doesn't work

Bug description: I took the Order Advancement talent "Plunder" and I should be able to place a work order for 1 bonus roll "Seals of Fate" in exchange for order resources, but the NPC named "Scythe" doesn't work.

Confirmed. When you interact with the NPC, he just gives you a blank dialogue window.
