WoW Freakz spell link: https://www.wow-freakz.com/spells.php?spell=184092&name=light-of-the-protector
Bug description: The heal amount is not affected by versatility (While there is no concrete proof that I could find of it being affected by versatility there are people speaking of it as if it were in guides, battlenet forums or as far as addons/weakauras factoring in versatility for the heal)
Proof: https://imgur.com/a/X4wtDjs
On the pictures the HP is clearly visible (in %), it's shown that Scatter the Shadows has 6 ranks for a total of 36% increased healing for HoTP and that the paladin has 18.83% versatility
Pictures were taken frames apart (couldn't be bothered making a video as the bug is really easy to replicate) where on the first one it's visible the HP % is on 52.5%
The expected healing from HoTP would be 30% from the spell itself, +36% from the relics (40.8% total) +18.83% from versatility (46.45% total) which would take it from 52.5% to 74.56% however it heals the paladin up to 72.8% which would be 40.8% of missing health
0.525 + (1.0 - 0.525) * 0.408 = 0.7188 or 71.88% without versatility (72.8% in reality)
0.525 + (1.0 - 0.525) * 0.4645 = 0.7465 or 74.65% with versatility (72.8% in reality)
Granted the percentages still do not quite match up correctly but I think we can safely say versatility does not play a role (or not as big as it should) in the outcome

Edit 1: Tested with the 2p set bonus and the Consecrated Hammer talent, healed from 46.9% to 72.9% whereas the expected was 75.75%

including versa
30% + (0.36 * 30%) + (0.3 * 30%) + (0.1513 * 30%) = 54.34%
The bonuses are in order: relics, consecration and versatility
0.469 + (1.0 - 0.469) * 0.5434 = 0.7575 or 75.75%

excluding versa
30% + (0.36 * 30%) + (0.3 * 30%) = 49.80%
The bonuses are in order: relics and consecration
0.469 + (1.0 - 0.469) * 0.4980 = 0.7334 or 73.34%

I didnt make your kind of maths ,but adding or lowering versa doesnt affect light of protector heal..so thats true..versa doesnt affect light of protector ..so its a bug.

Hotp/Lotp scales with vers. Not Mastery though.

Hotp/Lotp should be affected by versatility.
https://www.askmrrobot.com/wow/theory/mechanic/spell/lightoftheprotector?spec=PaladinProtection&&version=7_1_5_23420
Healing = HealthToMax * 0.3 * (1 + 0.06 * ArtifactTraitRank(ScatterTheShadows)) * TotalHealingMultiplier
https://www.askmrrobot.com/wow/theory/mechanic/stat/healingmultiplier?spec=PaladinProtection&&version=7_1_5_23420
Value = StatMultiplier(HealingMultiplier) * TotalHealingTakenMultiplier * (1 + TotalVersatility)

Confirmed.

Tested this again with this 3.3k versa set and compared healing with procc vs without procc.

First my test HP (done by .damage 5000000 on myself to have exact same situation in both cases):

Hand of the Protector without versa procc 1.73m:

Hand of the Protector with versa procc 1.73m:

Refering to the already mentioned proof from askmrrobot it should include versa (TotalHealingMultiplier)
