I can't confirm it is exactly 50% of the healing done because it's behavior is strange.
For heal it is placing approximately a 70% shield.
For binding heal it is placing approximately a 80% shield.
For Prayer of Mending it is placing approximately a 80% shield.
For all other healing spells (excluding level 90 spells cause i need to level ) it is placing the 100% shield.

As one of the few spells priest has, PW: Solace is working AS INTENDED.

It shouldn't heal 100% of crit but instead of healing twice as much, put protective shield. 50% heal 50% shield before any mastery bonuses.

If u healing non crit for 100k, crit should do 90k healing and 90k shield before any mastery bonus etc.
