[Priest][Shadow] Dispersion - low heals

Bug description: Dispersion (in pvp) heals are about 0. If you disperse and someone is damaging you, you will stay almost at the same amount of health.

Update - dispersion heals almost fine - except one thing

- dispersion heals 346k per sec
this is rated arena - 22% of dampening - https://youtube.com/watch?v=mCSlf547gM4:

.be - dispersion heals for 181k per sec, but there's the problem, dispersion with 22% of dampening should
heal for 269k but it's healing for 181k which is 20-30 extra dampening appx. 52% total dampening

you can see all heals as Thrive in the shadows - in the combat log in top left corner on both videos
