Question about 4.3 PTR instant level 85

Got small question. Ive seen few ppl getting instant 85 level, because they asked gm, i tried aswell but gm was afk or lazy i dunno, but why dont you make an instant 85 if gm can give ppl give randomly level 85 without reason, why would i waste few hours to level 85, when other gets it for free. Ptr supposed to be talents, skills, dungeons, raids test, not useless quests on server rate 20x. If somone cares about quests, he should find an 1x rate server or go retail.

Questing counts for Loremaster achievement. That's why GM care about quests.
