[REJECTED] [All classes] Arena brackets and PVP MMR matchmaking

Bug description: I know this is more than obvious bug but here we go.. The matchmaking system and the arena brackets are very messed up at the moment. As you can clearly see there are players at 3700+ rating.. never in the history of World of Warcraft there were players above 3.1k on retail.

Giving the participation in the bracket at the moment and the percentage of "high rated players" my prediction is the top team should have around 2.4k rating, not to mention the MMR system is broken because if a team with 3k rating goes against a 1,3k they get +10 which is not only unfair but also not working as intended.

Due to the small size our PVP community there may be some weird ratings etc. that would be flattened out if there were more people actively playing 2v2.
