EDIT: Gets fixed after completing any quest near Turalyon at Mac'Aree

finish invasion quest(3 invasions) which u can take from ilidian and try again. I solved this way

Follow what evrenneneo said, finish 3 invasions, hand in the quest at the ship in Mac'Aree and Turalyon will hand you the quest
