Bug description: Aritfact power bug
Proof:
I have a lvl 111 paladin and i killed the rares (6 or 3) and my heart of azeroth stayed in lvl 1 whit 0% aritfact power and whit my friend lvl up to and he's artifact is now lvl 2, and my stayed in lvl 1, 0%.
