Bug description: The equipped effect of "Taking damage has a chance to instantly deal 17,074 Physical damage to nearby enemies" happens constantly without taking damage.
Proof: I am sorry I do not have proof. But, you can equip the item and it will start doing it randomly. I have had Starrynight witness to help me figure out what was causing it.

Not a new thing. The same goes for goroth's or KJ's tank trinket in ToS and almost all trinkets having similar proc based equip like these, the proc system in general broken.
