Bug description: Spell should silence targeted mobs for 6 sec but it's actually only interupting and they still can cast during it's duration

The spell works properly . There is a general issue with silences , in that the mobs will sometimes cast through it regardless , however it's not an isolated issue regarding sigil of silence . Rejected .
