[REJECTED] [Enchant] Black Magic - doesn't proc at all

Descrierea bugului / Bug description: This enchant should have chance on hit to proc with +250 haste buff, but it doesn't proc at all.
Dovada / Proof: I'd give proof but not sure how can I screenshot something that doesn't proc, and I'm unable to make a vid.

LITTLE EDIT:
Ok this enchant partialy works after all. The bug is about not proccing on channeled spells but only on direct casted spells.

Works for channeled spells too

Fixes will be live only after a server restart !
