in enchanting quest chain there's a quest for Stonecore in deepholm it didnt drop the quest item

It's has something a 25% chance to drop. It wasn't a guaranteed quest drop on retail either.
I had to run Stonecore on my alt about 3 times before it dropped for me. Normal or Heroic doesn't matter, the drop rates should be the same.
