First of all, if there is already a bug report for this item, i did not see it so i post here myself.

Bug desciption:

From what i noticed there are two bugs related to this item. Keep in mind that i post here only for the normal version of 553 ilvl, tested on my Arms Warrior and Frost Death Knight.
1. The reduction is not as big as it should be, 28% for DK and 31% for Warrior.
2. The upgrade changes nothing.

First of all, in the tooltip sais that the trinket (without any upgrade) should reduce the cooldown of 6 abilities by 39.16%.
Let's look a bit at my DK's abilities. The six of them are:
- Pillar of Frost
- Army of the Dead
- Outbreak
- Empower Rune Weapon
- Anti-Magic Shell
- Icebound Fortitude

With the trinket, without any upgrade, their cooldown should be reduced by 39.16%, meaning:

- Pillar of Frost 39.16/100*60 = 23.496s rezulting a cooldown of approximately 36.5s;
- Army of the Dead 39.16/100*10*60 = 234.96s rezulting a cooldown of roughly 6min 5s;
- Outbreak 39.16/100*60 = 23.496s rezulting a cooldown of approximately 36.5s;
- Empower Rune Weapon 39.16/100*5*60 = 117.48s rezulting a cooldown for it of approximately 3min 3s;
- Anti-Magic Shell 39.16/100*45 = 17.622s rezulting a cooldown of roughly 27.4s
- Icebound Fortitude 39.16/100*3*60 = 70.488s rezulting a cooldown of approximately 1min 50s.

This is how it should be, the problem is that it's not like this. The trinket reduces the cooldown of theese abilities by only 28%. Here's the proof:

- Pillar of Frost's cooldown is 43.2s instead of 36.5s, meaning that it's reduced by only 16.8s instead of 23.496s. So, by doing the reverse math here the cooldown is reduced only by (16.8*100)/60 = 28%.

- Army of the Dead's cooldown is 7.2 minutes so about 7min 12s, so the reduction is only made by 2min 48s (or 168s) instead of 234.96s, so by (168*100)/(60*10) = 28% again.

- Outbreak's cd is the same as Pillar of Frost's so it's reduced by the same ammount of 16.8s meaning 28%.

- Empower Rune Weapon's cooldown is of 3.6min so 3min 36s, reduced by only 1min 24s meaning the percentage is again of 28%.

- Anti-Magic Shell's cooldown is 32.4s so it's reduced by only 12.6s instead of 17.622s, meaning a reduction of 28% again.

- Icebound Fortitude's cooldown is 2.16min so 2min 9.6s, meaning it's reduced by only 50.4s instead of 70.488s, again by 28%.

As i said before, the cooldown of the abilities is reduced by only 28% instead of 39.16% as it's said in the tooltip.

The second bug is related to the first one. On my Warrior i have the trinket fully upgraded. And it should reduce the cooldown of my abilities by 45%.

The six abilities that sould have the cooldown reduced are:

- Recklessness
- Avatar
- Bladestorm
- Die by the Sword
- Shield Wall
- Heroic Leap

Reduced by 45%, their cooldown should be reduced by:

- Recklessness 45/100*180 = 81s, rezulting a cooldown of 1min 39s;
- Avatar has the same cooldown, so it should be reduced by the same ammount;
- Bladestorm 45/100*60 = 27s, rezulting a cooldown of 33s;
- Die by the Sword 45/100*120 = 54s, rezulting a cooldown of 1min 6s;
- Shield wall has the same cooldown as Recklessness and Avatar;
- Heroic Leap 45/100*45 = 20.25s, rezulting a cooldown of roughly 25s.

In the case of my Warrior, the cooldown is reduced by only 31% instead of 45%.

- Recklessness' cooldown is 2.07min so about 124.2s, meaning that it's reduced by 55.8s, or by 31%;

- Bladestorm's cooldown is 41.4s, meaning it's reduced by 18.6s, or by 31% again;

- Die by the Sword's cooldown is 1.38min, so about 82.8s, meaning that it's reduced by 37.2s, or by 31% again;

- Shield Wall's cooldown is the same as Recklessness' and Avatar's cooldown;

- Heroic Leap's cooldown is 31.1s, meaning it's reduced by only 13.9s, or by 31%.

This was the same number as before i had my trinket upgraded, 31%, lower than even the non-upgraded one.

I hope what i wrote here made some sense, if not, please do tell me.

Another report of the same kind.

Tooltip states:
Equip: Increases the cooldown recovery rate of some of your major abilities by 39.26%.

Cooldown recovery rate =/= reducing cd by %

Formula is 60/100*(% of trinket) not 60*(100-% of trinket).

If a spell has 6s cd and you will increase cooldown recovery rate of it by 100% its cd will be 3s.

So, yeah, you opened my eyes, i was wrong to think that "cooldown recovery" = "cooldown reduction", but i did a bit of research after i saw what you posted and understood what you meant to say. The trinket works fine, i am the one that is wrong. But at least i learned something new.
