The bugged achievements have been reported, but it is not a priority because they focus on current content.

Hello. Glory of the Raider/Dungeon Hero achievements for old expansions are low priority contents which will most probably not be fixed anytime soon as we focus mainly on Legion content. We apologize for this, however, you can purchase the mounts via the WoW Shop, and some of them via the Vote Shop.
