Bug description: My Hearth of Azeroth will not level up even if I meet or overpass the AP for the current level. I have now over 600% as can be seen in the screenshot but it's still 18 and 314 iLvl. Is there a fix or a workaround for this?

Disable your ElvUI and delete Cache, which should resolve the incorrect display of the requirement for leveling.
