Descrierea bugului / Bug description: Cobra Shot's damage is lower than it should be.

Dovada / Proof: I checked. 728 RAP, no talents, weapon 30-56 damage, did an average of around 470. The damage should be higher: 188.6+(728*0.17)+277.21=589.57 average damage.

0.17 = 17% the formula states 1.7% so it's 0.017
