Bug description: pet flanking strike doesn't always hit . Flanking Strike from hunter and the pet should always have the same shared number of hits except if target is immune to the damage

it happened in halls of valor key and it also happens in raids on multiple targets as well
if you test on dummy it will work fine

Really do not know where the issue is, only thing that pops in mind is LoS but it has been tweaked.

Can't reproduce this, if it happens it's a generic pet issue regarding los, so it's the cores problem.
