Bug description: Sea Star is relying on the classic proc chance instead of having a Deck system that guarantees you Proc chance every 10 casts, as Explained here https://questionablyepic.com/deck-of-cards/
For example: Sea Star on holy paladins have 4 guaranteed proc chances every 10 casts of Light of dawn if your first 6 casts of Light of dawn did not proc it, it should guarantee you 4 procs for your next 4 Light of dawns (item has ICD same as its duration) The Deck will reset Each time you get into combat and out of combat

Currently its only proccing atleast once every 10 casts or twice
