Bug description: You can not finish this quest (and also can not begin next one) because npc is in a wrong phase of a map.
When you begin Highmountain campaign (Legion expansion) Thunder Bluff will enter in a stage of modification. So. for now you are stuck in that phase paird with Highmountain because of legion's quest "Bitestone Enclave" quest is bugged. (Quest id 39043). For sure, no one is interested in resolving that old expansion bug, and for sure will be other bugs too. Pointless to make life harder... So. in this situation, make somehow to that npc appear in both stances (in this case will solve the problem with new and old players who are in wrong phase of zone, Also will NOT cause other problems if npc will exist where it should not be, because it have NO OTHER ADDITIONAL GOSSIP MENU or a Shop) or, as an alternative, you can move that npc *or make a copy of it on bridge, with a difference of 40 yeards of positioning. On bridge, your zone will be "Thunder Bluff" and you will NOT be in a phase, but if you are trying to get closer, you will be in "Elder Rise" zone and with wrong phase, without a npc in it...
