It's a pretty long process. You have to kill the wolves in the forest, eventually after killing enough you'll summon greater wolves and you have to kill them and so on until Moonfang appears. It was scripted on MoP and last time i went on Darkmoon Faire on Legion server i managed to get elite wolves spawning but i was just testing the thing although i didn't try it all because it was super late in the night.

Try to get some friends or make a group to make her spawn, if it works you may still ask for a increased spawn chance to compensate the fact that so few players are playing there.
