Bug description: proc chance to low. please fix it/

(proc only in combat)

Procs a lot! the buff is the same as the trinket's name.

After doing some test in dungeons and raid. In dungeons proc up 3 players at same time and sometimes proc in the same player, In raid proc close to 30 times up to 3 players at same time.

As a healer, is a must have.
