Pls look for more proof, i am not 100% convinced by mrrobot here.
Lay on hands is a spell you have in all speccs and in general work such legendaries for all speccs then.

On the other hand does no guide mention this legendary for ret/prot, so i will confirm this in 1-2 days.

It is a pct modifier aura that cannot be dependent of spec as it is tied directly to the item.
