Bug description: I finished the entire inscription chain quest, but this quest never showed up, and it is needed for the mass milling techinques, and that is why i dont meet the requirements for all the other mass milling quest items.

I looked for those too, but it seems i can't get those either, not from the quest giving item, nor the NPCs.
