Bug description: The enemy aren`t attacking. The scenario is ok but at stage 4 the demons and harpies should attack you. The progres doesn`t work even if you kill demons.

Had this same issue. You can bypass this bug by abandoning the quest, go back through it. Before Thisalee finishes her exchange with the demon lord go stand in the group of fel harpies to the left side, just out of aggro of the demon standing near them. Make sure to not be stealthed or the next part will not work.
When the exchange is done and it is time to fight the harpies will briefly be able to be aggroed and will swarm on you! Kill them all (I suggest bear form since there are a lot of bleeds). Once you kill them proceed to step 5.

Just got my class mount this way after experiencing the bug multiple times.
