It says "Requires previous rank", but it is rank 1 (it says: Use: Teaches you how to make an imbued silkweave bag)
On the rank 2 it says: Use: Reduces the materials required to craft an imbued silkweave bag.
On the rank 3 it says: Use: Greatly reduces the materials required to craft an imbued silkweave bag.

I am a tailor 800/800, and cannot learn this recipe. Please, help me learn it.

That's Rank 3, you need Rank 1 and Rank 2 first
This is the only profession item which doesn't have the visual "Rank X" in item tooltip, just a visual bug
