Bug description: It says it should "reduce its casting speed by 50% for 12 sec." but it doesn't reduce casting speed at all, me and my friend tried it ourselves.
Proof: I don't have a proof but I know for a fact it doesn't work and its kinda hard to prove but i tested it, and it doesnt work.

It is possible to test+proof it and secondly if you have tested it in pvp, its reduced to 10%.

Just tested Mind-numbing Poison and it works as intended.
