Ehem, it shouldnt in the first place. Read the tooltip it says "Your weapon attacks"

also mr robot states

Only Main Hand? = Yes
Only Weapon Attacks? = Yes

You can see this shaman, at every Crash Lightning in aoe has Stormbringer proc.

It's not about crash lightning.
It's about Wind Strikes trait.

Wind Strikes trait generate you Stormbringer.
And when you use crash lightning on multiple targets, the chance to generate Wind Strikes grows that means often Stormbringer.

Spell work fine.

Im sure it was working a while ago, CS should proc SB alone and at the moment it doesn't.

Crash Lightning SHOULD proc it, and it procs it so no bug there. Crashing Storm however has nothing to do with Stormbringer.
