Bug description: Whenever i try to use my spell, it does the animation (sometimes), but no damage is done to the enemy, and i get no damage reduction.

You most probably have the refresh cooldown bug which is already being worked on.

The cooldown problem is already fixed as for anything else make a bug report with proper proof
