[REJECTED] [Skinning] Cant progress past 650

Bug description: I recently picked up skinning after the 7.2.5 patch went live, and I finally got around to leveling it up. Spent around 4 1/2 hours farming, finally was able to skin in legion at 550 because i stopped gaining skill levels in draenor no matter where I went. Long story short, I can't get any skill ups past 650. Cannot get any of the new ranks like stonehide 2-3 rank. Its not super broken, like atleast I can skin legion mobs at 650 but it doesn't work in the way it is intended to.
