Bug description: You can kill him and finish it but he's not comming back to Tidecross and you cannot bring the quest back. He's supposed to be back as you can see it on this VIDEO at 1:38

It shows up on the minimap, but the real NPC is not here. Also, I've tried loging out and deleting cache, but it didn't work.
