Bug description: This quest should become available after completing this quest: Lingering on the Edge - https://www.wow-freakz.com/quest_helper.php?quest=40796&&name=lingering-on-the-edge.
However, NPC which starts quest - Absolon - https://www.wow-freakz.com/npc_finder.php?npc=101848 and NPC which ends quest - Noressa - https://www.wow-freakz.com/npc_finder.php?npc=111318&&name=noressa are not spawned.

P.S. Upon completing this quest, NPC - Absolon - https://www.wow-freakz.com/npc_finder.php?npc=101848 moves to Meredil.
P.P.S. Upon completing this quest, NPC - Noressa - https://www.wow-freakz.com/npc_finder.php?npc=111318&&name=noressa becomes invisible.
P.P.P.S. Upon completing this quest, NPC - Noressa - https://www.wow-freakz.com/npc_finder.php?npc=115951&&name=noressa becomes visible.

another one bug that still exists...
npc doesnt spawn anywhere...
