Bug description: In Suramar after completing the "Survey Says..." quest, the next quest does not appear on any of the NPCs in Meredil

https://wow.gamepedia.com/Suramar_storyline some fella had similar issue, and when gm looked into his account he had a quest skipped from 1 of 2 previous chapters, please make sure you did all of them.
You can check quest individually by typing /run print(IsQuestFlaggedCompleted(QUEST-ID)) and insert ID from wowhead page of each individual quest.

thanks, I found what went wrong... 5 other people tried to help me in-game and they didn't have a clue what happened.

So did you find which quests you were missing? It happens often, that players miss these two quests; Subject 16 and Kel'danath's Legacy.

Subject 16 was missing. I posted in a bug report on the recommendation of other players who were as dumbfounded as I were.
I may need to be eighter more careful with the quests or do more research. On some of the topics. I still miss the quest markers on the map that were present in Pandaria.

It's best to follow either wowgamepedia guides or yt guides for questlines. As for MoP, keep in mind it's not fully scripted and that there is a one bug per one report rule. Glad this issue is solved now, if you encounter any further issues, feel free to make a new report.
