Bug description: This trinket never procs. Full combat logs show no extra damage, nor does a debuff become applied at any point to any target while attacking it.
Proof: No real proof to show as nothing ever happens having this trinket equipped. It just seems to be suffering from the same problem with the failure to proc as a lot of other trinkets since the patch.
