Bug description: Talent Massacre doesn't seem to apply on warrior venthyr class ability Condemn https://www.wow-freakz.com/spells.php?spell=317349 (wowhead link), im 100% surethat Massacre talent should work for Condemn aswell, right now Condemn doesnt hit targets below 35% HP, it only hits once they get below 20%
Proof: https://youtu.be/5HfRDhtxFVg?t=55 - you can see around 1:00 in the video that warrior is using condemn on target above 20%, which means he is using Massacre talent and it applies to condemn aswell

I was unable to reproduce your issue. You can check out the youtube video I've posted on the Live realm and you can see that at 35% and lower of the enemy target I was able to cast condemn.
In the video you posted you showed a video of a arena and I reproduced that scenario using Warmode with 3 targets on me in the Covenant Hall of Sinfall
