Bug description: The tick damage value is wrong, it should be 1000% of attack power and not 250% as it is on our server.

Retail says 1000% AP over 8sec, meaning 250% every 2 sec, exactly as it is on freakz. The tooltip in the database is wrong you're right, the buff itself is fine.

Please provide proof that the damage is actually different than it should be, posting just database and changelog proofs nothing.

I think the problem is that the tooltip is wrong damage seems fine to me, atleast in pve, you can reject it for the time being.
