Bug description: Only in Fury specialization. I explain this skill does not require anger cost one can spammer infinitely to empty.
But it seems that is activating buffs and spells which a fury takes advantage as without enemies activate many powers.
Proof: Very easy to try using these trinkets that use almost the majority

to activate them, you need to attack an enemy, but you use "Whirlwind" without any active objective, if the convergence reduces the CD practically free. Which I see that they abuse.

It's not a problem with whirlwind, but a proc related issue.
