Bug description: "hangryforwarr:The buff works perfectly @dungs/raids. Still sometimes it get' bugged on the open world. Its just a small bug"

I was in maw of souls, near by the mobs didn't get any haste buffs.
PS: didn't get the buff in all the dungeon.
