[REJECTED] Work Order Bug After Losing A Profession

Bug description: Previously I had tailoring profession with all the rank 3 recipe. The rank 3 for tailor are from the work orders which are basically world quests that reward you with either a rank 3 recipe or if you already have it, gold, artifact power, or order resources.
I unlearned tailor and learned it again, and also used the forgotten patterns of broken isles, so all my recipe now are rank 2. If the work orders would work correctly, I should be able to have the rank 3 recipe by doing the work orders, however they do not reward me with rank 3 recipe, but instead with gold, AP, or order resources. So the game think that I already have the rank 3 recipe but I don't, maybe because the game sees that I had the rank 3 BEFORE unlearning the profession.

As you can see on the proof, I have rank 2 recipe but the work order won't grant me the rank 3 recipe, so I'm stuck with rank 2.

Ranks learned from anything else than quests can't be relearned.

If they can't be relearned, how are players supposed to relearn rank 3 recipe when they unlearn and relearn a profession ?
Also, aren't work orders technically quests ?

The problem is that today anyone who unlearn tailor (and most likely any profession who learn rank 3 recipe from work orders) and relearn it will not be able to have the rank 3 for their recipe since work orders won't give them the rank 3 (please see my screenshot as proof). This should not be the correct behaviour.

I think the bug is with the quests themselves. I just unlocked the world quests for tailoring and rewards are just gold. I only have rank 2 of the recipes. Same goes for my alchemy character. Stuck at rank 2 with no way of getting rank 3.
