Bug description: FLiGHT MASTER WHISTLE ITEMS should tranfere you to nearest flight master but sometimes it transport u to nearest camp with friendly npc...
or if you are doing a main quest or something it transfere you where your friendly npc in that quest was in a different phase and if you arent it spawn u w to nearest camp with no flight master just a camp with friendly npc which is revelant to a quest chain or something...


bottom line it transfere to a location with no flight master in it just a random camp which was near that exist for a part of a quest chain or something .or some random near place with no npcs at allmiddle of nowhere but that location might be a place where ur friedly npc was in a quest chain phasing i encoountred that while doing main quests.
