[REJECTED] Demon hunter artifact weapon questline won't start [Dalaran]

First quest that a demon hunter should get from Kor'vas Bloodthorn is Call of the Illidar, but the problem is that the Kor'vas Bloodthorn npc doesn't appear to me anywhere. What could be the cause?

As long as you are in Dalaran the NPC should spawn right next to you, however, due to phasing it can happen that he disappears when you move a bit, I would recommend leaving Dalaran, logging out, and then going back to Dalaran, if you do this there is a great chance that you will see the NPC and get the quest.

Just tried it a few times, still it doesn't appear :/

You know that has 2 Dalaran cities right?
You must get the protal to dalaran in Ogrimmar(I'm my case) and it teleports you to Dalaran in the Broken island.
Then it apears next to you giving the quest

The npc quest giver apears next to the bank.

If you haven't finished the DH starting zone you will not receive anything.
