Stormheim Missing NPC Vethir

Bug description: This report FIXED Stormheim Missing NPC Vethir is still not fixed.
1. Vethir at Cullen's Post is not there Proof
2. Vethir at Lorna's Watch has no Flightpaths options. Just a "Greetings, Name" Proof

Vethir Spawns at Cullen's Post and Lorna's Watch Proof

Flightpaths options: WoWHead Comment "He offers 3 locations for transport. I'll describe all three in relation to the southwestern-most cave on the Stormheim map (42.8, 81.5):
Top of Galebroken Path: takes you to 44.8, 77.4, just NE of the cave
Thorim's Peak outside the Thorignir Refuge: takes you right to the cave
Top of Thorim's peak: takes you to 41.3, 80.1 just NW of the cave"

OK so two things I can say for sure:

NPC does appear if you do the storyline enough (a few quests after you return from Helheim you "free" this NPC and that's when he'll appear near the fp), tested on a toon with zero Stormheim quests done. Go up the mountain path near those 2 wq on top of the mountain, on the way is this NPC and you can pickup the questline there (Trial of Might part of Vrykul Story, Bro achieve) and 30 minutes later you can finish.

Second part is once NPC spawns, it does nothing. Whoever fixed this just made the NPC appear and didn't read the rest of report which says it should offer you three ports to various hard-to-reach places, it does none of this currently.

I have the achievement Vrykul Story Bro. So yes I have done all the quests.
I also was at Cullen's Post with a Horde Char (also all Quests completed) and Vethir wasnt there.
Just took the screenshots with my ally becous I did not want to relog again

You are showing the Vethir at Lornas Warch. He said that the Vethir at Lornas Watch is there, only the flights he should offering arent avaible

Ah yeah I might've been too tired to probably realize, Anyways, for now since the flightpaths are working (without vethir) it might not get fixed anytime soon
