TBC/WotLK/Cata dungeons NPCs lvl issue

It's hard to put here all links from every TBC/WotLK/Cata dungeons, so I'll put link to The Blood Furnace as an example.

Bug description: Problem with NPCs in most TBC/WotLK/Cata instances. On normal difficulty we fight with NPCs from heroic mode. Their level is higher than it should be. Not every NPCs have higher lvl but most of them. Bosses have skulls. Instances are doable but it's harder to complete them. Some of NPCs can kill player in 2-3 hits. An example are imps from The Blood Furnace. Would be great to fix it, because for most people dungeons are the best method to exp.

As a proof I put some NPCs from The Blood Furnace Normal Difficulty. You can see that they have lvl 67+. On The Blood Furnace normal NPCs should be on lvl 61-62, bosses on lvl 63, because it's lvl 58 dungeon. I'll add YT video as a proof.
