So I had already created a topic about it but, i had no evidence to show however, i finally got a print on the subject.

Hi zoiboladao950, that player is an alt of someone, the gear you farm and wear is account save so you can wear it on your alts when ever you want I mean the transmong.

Ok but that doesn't explain anything, I have several transmog but can't use with my alt because of the level.

You can mog the Hierloom and send to your Alts.
Not sure for the one in collection work but the old version one can do that.
