Bug description: Deteriorated Construct Core and similar trinkets seems to dmg all mob regardless combat. Trinkets like that(so no determinated range) should only dmg mobs incombat with at least someone in the party/raid
Proof: Ton of comments prove that on wowhead and on other forums too. This was working correctly in 7.2.5.

Confirmed, this seems to be the same issue with spells like moonfire when using the legendary.
