WW & Infernal Cinders

Bug description: I did alot of tests with Infernal Cinders. Originally I thought it simply didn't proc off of Fists of Fury and Spinning Crane Kick, but after further testing it turns out that it doesn't proc off of any ww melee abilities except Tiger Palm and Blackout Kick.

Proof: All of the above abilities are classified as Melee Damage Class so it should proc off of all of them. For the non-channeled attacks stood at a 45 degree angle away from a dummy and hit them with these abilities so that I could see if I got any procs from the abilities themselves and not the basic melee attacks. Here are the results.

I could continue these links for the other 3 abilities, but their usage is so infrequent that it would be more difficult to get enough evidence for them in one sitting. Additionally, whether or not they actually proc cinders has less impact than whether or not the aforementioned abilities do as they are not used as much. However, I assure you that they also do not proc Cinders, despite being classified as Melee abilities.

The proc rate of Cinders is not small. There are far too many instances of this to just sum it up to bad luck. If you don't believe the evidence then test it yourself.

Now here are 3 pictures of Faulty Countermeasure usage. As you can see, it procs off of Fists of Fury, Spinning Crane Kick, and Rising Sun Kick as it should.

The issue is not Cinders RPPM. With Tiger Palm, Blackout Kick, and melee auto attacks, cinders procs perfectly. However on literally every other WW melee ability listed, cinders does not proc where it should. Faulty Countermeasure however, which should be scripted the exact same way as Cinders is, procs off of all of these abilities just fine. The result is Faulty being outright better than Cinders for WW, and even my 910 faulty outperforms my 930 cinders.
