Weapon arsenals don't give the appearances for all characters

Bug description: Weapon arsenals don't give the appearances for all characters. As you can see in the image I have added below, you only get the weapon appearances for the character you bought the arsenal, but it should award the appearances for all the characters you have in your account.

If you check https://www.wow-freakz.com/spells.php?spell=347449&&name=arsenal-corrupted-aspirant-s-weapons Effect 0, the list is bigger than the one in my chat window and shows all the appearances, yet on both test and live realms you simply don't get all the appearances. For example, on the PTR character Testensemble I didn't get Corrupted Aspirant's Stabber and Corrupted Aspirant's Shanker https://i.imgur.com/eV68dpj.jpg

I have reported the same issue in BFA here https://forum.wow-freakz.com/Arsenals-should-unlock-weapon-appearances-for-all-classes-t600454.html and this trello report is still valid https://trello.com/c/nuxoiTRY/1771-arsenal-deadly-gladiators-weapons It should also award the horde appearances but now it doesn't.
