It would be good to give us the option to change the Xp rate, not everyone likes leveling 10x . So add some XP changer npc or something like that . If a quest doesn't work it's no problem to change the zone or XP

We used to have custom XP rates, however they were removed. This proved as more effective for various reasons and will most likely stay this way.

The variable XP rates were offered for the most part in order to prevent you from outlevelling zones way too quickly, skipping entire storylines and becoming undergeared too quickly.

With patch 7.3.5, this has changed. Zones, including monsters, are now scaling with your level and your character's average itemlevel, so you're able to have a smooth experience without the need of reducing your experience gain.

There are NO plans to bring adjustable rates back in the forseeable future.
